The 16th National Assembly will review three draft laws during its November 4 plenary session, focusing on digital security and administrative enforcement. They will consider the draft Law on Data Security and the draft Law on Electronic Identification and Authentication, which will set new rules for protecting personal data and verifying digital identities. The session will also examine revisions to the Law on Handling of Administrative Violations, which could tighten penalties for regulatory breaches.

Separately, the assembly is considering amendments to the Electricity Law to align with recent energy policies. These changes aim to address bottlenecks in power pricing, market access, and investor selection, while ensuring transparency in electricity costs.

In another financial update, the government proposed raising taxes on unused land to discourage speculation and improve resource allocation. The policy targets inefficiencies, but implementation challenges, such as determining fair valuation, remain unresolved.
